“In truth, there are the seeds of decay in every
protectorate, however light is the Controlling haud
and serious at the outset is the desire to keep alive
the native Government. Insensibly goes on an
attenuation of authority, and a paralysis creeps over
the native Administration when a civilized power,
strong and ambitious, daily confronts a weak, apathetic
Government, and efficient and honest European
officials press reforms on functionaries incapable,
dilatory, and corrupt. Insensibly a protectorate
approximates to annexation and all the more quickly
if the agents of the protecting power are active
and capable. Not necessarily from ambition or bad
faith, but in obedience to an inexorable law, the
weak power becomes weaker, and an education goes
on fitting the subject for continued subjection. . .
Legal forms refuse to lend themselves to the contradictory
conditions such as are found arrayed against
each other in conflicts between facts and documents,
and diplomacy has to recognise facts to see what is
really good for the people.” [૧]
વૃદ્ધ વાનર- આવે કાળે પ્રતિજ્ઞાઓને વળગી ર્હેવું એ અહંકાર છે, કોઈને ભોજન આપવાની પ્રતિજ્ઞા કરી હોય ને તે પ્રતિજ્ઞાનું પાલન કરવાથી તેનું મરણ થવાનું લાગે તો તેને મારવાને માટે પ્રતિજ્ઞા પાળવી એવો ધર્મ નથી. અસત્ય વચન ન ઉચ્ચારવું અને સત્ય જ બોલવું એ સનાતન ધર્મ છે. પણ પ્રતિજ્ઞા અને સત્ય વચન જુદા જુદા પદાર્થો છે તે ત્હારા ચિરંજીવ તને શીખવશે. આ અર્જુન ધર્મનો સેવક છે પણ ધર્મ કૃષ્ણનો સેવક છે ને કૃષ્ણને જ આ શાસ્ત્રમાં સિદ્ધિ હતી. તે પણ ત્હારા ચિરંજીવીને પુછજે.
પોપટ– ભલે આ સર્વમાં ધર્મ ન હો, પણ કીયો તે ધર્મ છે કે જે તમારો અર્જુન પાળે છે ને પળાવે છે?
