શંકરo– “ના, રાવસાહેબ. તમારો અભિપ્રાય તો રાજાઓને અને ઉદાત્ત વર્ગને સર્વને તોડી પાડી તમારા જેવા દિગંબર કરવાનો છે, અને ચંદ્રકાંતજીની તો ઉદાત્તવર્ગ ઉપર શ્રદ્ધા છે. વળી રાજાએાનો વિવર્ત તમે ઈચ્છો છો અને ચંદ્રકાંત ઈચ્છતા નથી પણ પ્રારબ્ધને બળે નિર્મેલો ગણે છે.”

વીરo– “ હા – પણ – તે- એકનું – એક – જ.”

ચંદ્રo –“ ના જી. ઈંગ્રેજી ન્યાયની અને નયની સત્તા તમે છાપખાનાવાળા સમજી શકો એમ નથી. રોમન રાજ્યની જ્યારે સર્વ દેશમાં ચક્રવતી સત્તા થઈ ત્યારે રોમન શાંતિ- Pax Romana - સર્વત્ર વર્તી ગઈ અને ચારે પાસનો કોલાહલ મટી ગયો* [૧] -વાઘને દેખતાં પશુમાત્ર પરસ્પરવિગ્રહ અને બુમાબુમ છોડી દેઈશાંત થઈ જાય તેમ બલિષ્ઠ સામ્રાજ્યના ન્યાય અને પ્રતાપ આગળ તે કાળની સૃષ્ટિ શાંત થઈ ગઈ, હીંદુસ્થાનમાં ઈંગ્રેજી રાજ્યની શાંતિ પણ એવો જ યુગ વર્તાવવા બેઠી છે દેશી રાજ્યોને અમારી હાઈ કોર્ટનો ન્યાય લાગુ નથી એ સત્ય છે; પણ તેમને રાષ્ટ્રીય ન્યાયશાસ્ત્ર - International law – નું સ્વાતંત્ર્ય નથી, અને પળે પળે સર્વે દેશી રાજ્યોનો એકભાવ કરનાર સરકારનો ઈચ્છાન્યાય અને દેશી રાજ્યોની ઢીલી બ્‍હીકણ અરજીઓ એ બેની પરસ્પર ખેંચતાણમાં જીતી જનાર ઇંગ્રેજી બુદ્ધિનો ન્યાય ચક્રવર્તી થાય છે - એ ઈંગ્રેજી શાંતિના પ્રતાપ આગળ દેશી રાજાઓ ઉદાત્ત રાજપુરુષ થઈ જતા દેખાય છે – તેમનાં રૂપ બદલાવા માંડ્યાં છે અને અંતે એ પરિણામ સિદ્ધ થશે.”
