પ્રવીણ૦ – “તમારે એથી શો લાભ ?”
શંકર૦ – “એવું થયાનાં દૃષ્ટાંત કંઈ દીઠાં છે ?”
ચંદ્ર૦ – “એનાં દષ્ટાંત જોવાં હોય તે ઇંગ્લાંડના બેરનો (Barons) આજ ડ્યૂક અને કાઉંટ થઈ ગયા છે તે ! તમારા ભાયાતોની દશા પણ બીજી શી થઈ છે ? કાળક્રમે ઇંગ્રેજીરાજ્યના મૂળગ્રાસીયામાં દેશી રાજાઓની ગણના થશે. અમને તેથી લાભ છે. અમો ઈંગ્રેજી પ્રજા પાસે દ્રવ્યના સંચય નથી, અને ઉદ્યોગમાંથી અવકાશ નથી. અમારા રાજ્યમાં પ્રજાએ રાજા પાસે માગણું માગતાં નિરંતર આગ્રહથી અને મહાન્ દ્રવ્યના વ્યયથી મહાભારત પ્રયત્ન કરવા પડે છે - તેનું દૃષ્ટાંત – અમારી કોન્ગ્રેસ અને બીજાં જે જે કામ જુવો તે. બંગાળામાં જમીનદાર રાજાઓને અવકાશ, દ્રવ્ય અને ઉત્સાહ સર્વ છે. મુંબાઈ ઈલાકામાં વ્યાપાર છે તે વિદ્વાનોના હાથમાં નથી, અને તેઓ દ્રવ્ય શોધતાં અવકાશ ખુવે છે. વ્યાપારીયો દ્રવ્ય અને અવકાશ વ્યાપારમાં રોકવા વધારે ઈચ્છે, અને અવકાશ અને દ્રવ્ય બે તેમની પાસે હોય, તો ઉત્સાહ તેમાં નથી આવતો. આ પાસના રાજાઓ જમીનદારો થઈ જાય તે મુંબાઈ ઈલાકામાં બંગાળાના રાજાઓ જેવો વર્ગ ઉભો થશે, તેમ થવા નિર્મેલું છે, તેમ થશે તો એવા દ્રવ્યવાન્ અવકાશવાન્ વર્ગમાં અમે વિદ્વાનો ઉત્સાહ ભરશું, અને મેગ્ના કાર્ટા મેળવનાર ઉમરાવોએ પ્રજાનો ઝુંડો લીધે હતો*[૧] તેવો
