ભરતખંડની સર્વ પ્રજાઓને માથે દુષ્કાળ પડશે, અથવા બહારની પ્રજાઓ સાથે વ્યાપારમાં સ્પર્ધા થશે, અથવા રેલવે અને સરસ્વતીના પ્રસારના પ્રશ્ન ઉઠશે, ત્યાં શું અમે ને તમે પોતપોતાનાં પેટ ભરી સામાનાં દુ:ખ જોઈ રહીશું, અથવા શું અમારે માથે આવેલી વિપત્તિઓ તમને જુદા ગણી છુટા મુકશે ને તમારો પક્ષપાત કરશે ? એ તો મ્હારા ઘરમાં લાગેલી આગ પાડોશીના છાપરાની પાંખ પકડવાની, અને મ્હારા ઘરમાં સંપત્તિ હશે તો કોઈ પ્રસંગે પાડોશીને તેનાથી કંઈક પણ લાભ મળશે. હીંદુસ્થાનનાં દેશી રાજ્યો, ઇંગ્રેજો, અમે તેમની પ્રજાઓ, અને તમારાં રાજ્યોમાંના રાજાઓ અને તેમની પ્રજાઓ: એ સર્વના શુદ્ધ સ્વાર્થ એક છે. દિવસે દિવસે આખી પૃથ્વીની સ્વસત્તાક પ્રજાઓ અને રાજાઓ ભિન્ન ભિન્ન નિમિત્તે સંયુકત થઈ એક અંગીનાં અંગ થાયછે અને રાજકીય સંયોગમાંથી પ્રકટ થનાર પ્રજાસંયોગ*[૧]ના હેતુમાં અને સ્વરૂપમાં વ્યાપારઉદ્યમ અંતે પ્રધાન થશે, તો અમારે તમારે જુદાં રહેવાની કલ્પના તો પડતી જ મુકવી. રાજકીય સંયોગ દ્વારા – federation દ્વારા – જુની દુનીયાની પ્રજાઓ એક થાય છે, નવીની એક થાય છે, અને અંતે નવી ને જુની દુનીયાઓની પ્રજાઓ એક થશે. આ જ ન્યાયે અમે, તમે, ને ઈંગ્રેજ, એક પ્રજા બનવાના; રાજ્યઐક્યમાંથી પ્રજાનું ઐક્ય એ આપણું છેલું પગથીયું સમજવું. ઈંગ્લાંડમાં જન્મેલી ઈંગ્રેજી પ્રજાઓ, આ દેશમાંની તેમની સર્વ પ્રજાઓ, અને દેશી રાજ્યોની સર્વ પ્રજાઓ: એ સર્વનાં ઉદરના સ્વાર્થનાં સાધન એક થાય છે, એ વાતથી એ સઉના કાન અને કાળજાં ઉઘડશે ત્યારે તેમની બુદ્ધિઓ એક થશે, અને બુદ્ધિઓ

The old world knew the federation and the colony on a small scale; the new world has taught us to know them both on a great scale. The new world will perhaps go far beyond this, and teach the old world not only to organize the colony, but how to apply the federation to old States.
