whether they will have the Hopes or the Fears,
and the fortunes of all these States will be the
unknowable resultant of all varieties of the individual
wisdom and working of each State, great and
small, forward and backward, within its own isolated
sphere, Government sees the working of all of
them : it is in touch with all of them. Each of our
States on the other hand sees only that point of
Government which affects its own isolated individuality,
and is blind to the rest. It is this inequality of
vision that makes the States unequal to the
comprehensive operations which the present system calls
upon them to perform ; and until this inequality
is pronounced incurable or begins to perceptibly
abate throughout, neither our fears nor our hopes
can be looked upon as a constant factor.”
