રાજ્યોના અર્જુનની નીતિ અને ક્રિયાઓનો અસ્ત્રધર આત્મા - Progress - આવીજ યોગનલિકાથી દૃષ્ટિમાન થાય છે, પ્રોત્સાહન પામે છે, અને પ્રવૃત્તિમન થાય છે.
જરીક અટકી પ્રધાન વાધ્યો.
“This is the Seat of Inspirations and Aspirations, of the Thinker of the State, of the Thinker that ever watches and thinks out with the largest heart and knowledge the lines of Progress that can result in the public weal, of the thinker that thinks coolly, dispassionately, and as if without taking more than the part of the chariot-driver to the Angel of Progress. This Angel of Thought keeps aloof from Action even in the midst of the turmoils of the ` battle, and his watchful presence at the centre of the strife is, like that of the unarmed Krishna, intended but to minister to the Soul of the State and lead her along the right path as she works on the Body that shrouds her Majesty with Power. He is 'Yoga' itself in the midst of Action, and it is he who prompts and advises and furthers the cause of Progress on all sides at all times in all the great contests and contingencies that gather round nations and their protectors, વીરરાવજી, ચંદ્રકાંતજી, ન્હાના કે મ્હોટા રાજ્યમાં આવો કોઈ - Thinker - યોગી - જોઈએ કે જે પૂર્ણ અવકાશથી રાજ્યનું અને પ્રજાનું સારથિત્વ કરે. એવા યોગી અને એવા અર્જુનના યોગવિના રાજાઓ નિર્માલ્ય છે અને પ્રજાઓ અનાથ છે. એવા યોગને માટે જ આ અર્જુનરથના ધ્વજપટ ઉપર ચળકતો લેખ તમે જુવો કે
"यत्र योगेश्वरः कृष्णो यत्र पार्थो धनुर्धर: । तत्र श्रीर्विजयो भूतिर्ध्रुवा नीतिर्मतिर्मम ।।"
મણિરાજે મન્દ સ્મિત કરી ભવનમન્ત્રીને કહ્યું:– “આપણે ત્યાં કેઈ દ્વારિકાથી કીયા કૃષ્ણને આણવા તે વીશે વૃદ્ધ મહારાજનો લેખ ક્હાડો.” તે લેખ વંચાયો.
