શાંતિ૦ – “દેશી રાજાઓ શુદ્ધ અને સદ્ગુણી થાય તો પણ તેમની
એ દશા થશે એવું ધારો છો?”
પ્રવી૦ – “શું તમે એમ ધારો છો કે અમારામાં એ ભાગ્ય અટકાવવા જેવું બુદ્ધિચાતુર્ય નથી ?”
ચંદ્ર૦ – “Pax Britannica, બ્રીટિશ શાન્તિ – સૂર્યના ઉદય પેઠે સર્વ તેજને, તારાઓને તેમ ચંદ્રને પણ, અસ્ત કરશે. વૈરાટના મુખમાં અર્જુને કૌરવો અને પાંડવોની ક્રમશઃ ગતિ દીઠી તેવી જ આ શાંતિનાં મુખમાં શુદ્ધ અને અશુદ્ધ, પ્રવીણ અને મૂર્ખ, સર્વ રાજાઓએ પોતાની ગતિ જોઈ લેવી. દેશી રાજ્યોની પરસ્પર તકરારોમાં તેમ તેમની પોતાની સાથની તકરારોમાં સરકારે પોતાના હાથમાં ન્યાય રાખ્યો છે એટલું નહી પણ ન્યાયનાં ધેારણ પણ નવા કાળનાં વાળ્યાં વળે એવાં રાખ્યાં છે. એટલુંજ નહી પણ એ રાજ્યોની પ્રજાને ન્યાય આપવાનાં ત્રાજવાં પણ રાજાએ જાતે બરાબર ઝીલતાં શીખવાના નથી, અને તેવે પ્રસંગે એ રાજાઓ અને તેમની સારી નરસી પ્રજા વચ્ચે વિરોધના પ્રસંગ સમાયલા છે, એ પ્રસંગે એ આ ત્રાજવાં રાજાઓના હાથમાંથી ઈંગ્રેજનાં હાથમાં વશે કે કવશે ચાલ્યાં જશે. આ કાળે પ્રજાને દેશી રાજાઓના કરતાં પરદેશીઓનો રંગ અને સંગ વધારે મીઠો લાગશે; અને કોઈ પ્રસંગે સાસરાના જુલમથી ત્રાસેલી, તો અન્ય પ્રસંગે દક્ષિણ નાયક ઉપર મોહેલી, વંઠેલી પ્રજાઓ પરણેલા સ્વામીને ત્યજી રંગીલા અને ચતુર પરદેશી વણઝારાઓ સાથે ચાલી જશે. આપણા રાજાઓ તે હવે રાજા નથી અને માત્ર સરાકારે રાખેલા સ્થાનિક અધિકારીઓની દશાને પામ્યાં છે – They are already reduced into what Herbert Spencer calls Local Governing Agencies.* [૧]હવે તો આ ઉદ્યોગપર્વના યુગમાં ન્હાનાં રાજ્યની પ્રજાઓ મ્હોટા રાજ્યની પ્રજામાં ભળતી જાય છે, અને તેમના પ્રાચીન સ્થાનિક રાજ્યાધિકારીઓ ઉદ્યોગાધિકારીઓ – ઉદાત્ત પુરુષો - Lords and Nobles – a noble aristocracy – થઈ જશે.”
